I wrote it assuming that you have a working knowledge of PSP and it's components.

 I used the artwork of Keith Gravey You have to be licensed to use this
artwork and it can be purchased Now he has been at PTE but with them closing August 1, 2012 but you can buy his tube at his site here

♥Let Start♥

1.Open up frame1 in supplies Copy and paste as new layer resize 80%, take your magic wand click inside out side frame,
copy and paste as new layer as_paper_03 Apply Inner Bevel with setting below.

2.Go back frame1 layer select all float defloat add new layer flood with black,Apply Xero Fritillary with setting below,
Apply DropShadow Vertical & Horizontal:+1, Opacity 50, Blur 5, Shadow on new layer - unchecked then,
Apply DropShadow Vertical & Horizontal:-0, Opacity 50, Blur 5, Shadow on new layer - unchecked 

3.Open up frame2 in supplies Copy and paste as new layer resize 80%, take your magic wand click inside out side frame,
copy and paste as new layer as_paper_03 Apply Inner Bevel with setting below.

4.Go back frame2 layer select all float defloat add new layer flood with black,Apply Xero Fritillary with setting below,
Apply DropShadow Vertical & Horizontal:+1, Opacity 50, Blur 5, Shadow on new layer - unchecked then,
Apply DropShadow Vertical & Horizontal:-0, Opacity 50, Blur 5, Shadow on new layer - unchecked
Duplicates Image Rotote one 90 degrees and other one 30 degress then resize 60%.

5.Close off your top frames and your bottom frame and take your magic wand click inside big frame expand by 4,
open up your as_paper_08 copy and paste as new layer invert delete,
Effects- plugin filters- AAA textures with those settings apply. then Effects- plugin filters- photeffex scanlines with these settings

6.Open up your as_Element_28 copy and paste as new layer sent to bottom,Apply DropShadow Vertical & Horizontal:0, Opacity 50, Blur 5, Shadow on new layer - unchecked

7.Open up your as_Element_29 copy and paste as new layer,Apply DropShadow Vertical & Horizontal:0, Opacity 50, Blur 5, Shadow on new layer - unchecked

8.Open up your as_Element_11 copy and paste as new layer copy and paste as new layerresize 60%,Apply DropShadow Vertical & Horizontal:0, Opacity 50, Blur 5, Shadow on new layer - unchecked

9.Open up your as_Element_25 copy and paste as new layer copy and paste as new layer resize 60%,Apply DropShadow Vertical & Horizontal:0, Opacity 50, Blur 5, Shadow on new layer - unchecked

10.Open up your as_Element_23 copy and paste as new layer copy and paste as new layer resize 60%,Apply DropShadow Vertical & Horizontal:0, Opacity 50, Blur 5, Shadow on new layer - unchecked

Add the name and copyright info.

♥Animation Shop♥

Copy merged the tag. Open animation shop:
Paste as a new animation and duplicate until you have 16 frames.
then Open up your Animation and select all copy and paste in your Tag,
nimation - Animation Propieties
Change the black color for the color of your choice, mine is white.
Apply and the color will be applied in all the frames selected.
 play the animation and save if you like!♥
